There is a debate coming up this afternoon in the House of Commons which from what I understand could have relevance as to how the IPCC will conduct the inquiries regarding Hillsborough and if any laws need to be changed.....

Police (Complaints and Conduct) Bill (Allocation of Time) (Motion)

There will be a debate in The House of Lords next Tuesday the 11th.regarding todays results after todays debate in Parliament.....

EMERGENCY laws to compel police officers to give evidence to the Hillsborough cover-up investigation have been approved by MPs.

The House of Commons voted to compel serving officers or staff on other police bodies to attend an interview with the Independent Police Complaints Commission (IPCC).

It will also have the ability to re-investigate matters already considered by its predecessor the Police Complaints Authority (PCA), in "exceptional circumstances".

Policing minister Damian Green introduced the bill and revealed that Attorney General Dominic Grieve will "very shortly" make a public announcement on applying to the courts to quash the "accidental death" inquest verdicts.

The bill must now go before the House of Lords before it becomes law and is not expected to be resisted.

Merseyside MPs raised concerns that the IPCC will not be able to impose sanctions on police officers refusing to attend interviews.

The All Party Parliamentary Group on Hillsborough, chaired by Wirral South MP Alison McGovern, tabled an amendment to allow the IPCC to impose sanctions.

But police minister Damian Green said police forces will have the power to discipline officers refusing to attend interviews, which they said can ultimately lead to dismissal.

The amendment was withdrawn to allow quick passage to the bill.

Mr Green told the Commons: "The conclusions of the independent panel’s report were deeply distressing, the failure of the authorities to protect the fans, the attempts to blame them and the doubts cast on the original coroner’s inquests are all particularly troubling findings.

"It shouldn’t have taken 23 years to get to this point but finally the report gets us to the stage of knowing the truth, the truth now accepted by all.

"The report exposes many attempts made by the authorities, those charged with protecting the public and uncovering the truth of those events to change official records, to obscure the truth, to paint a different picture of what actually happened.

"So the truth is both shocking and essential but it is not the end. As the Bishop of Liverpool has said, we now need to move from truth to justice and it is this move that is at the centre of the bill before us today."

The IPCC has already announced it will be investigating the findings of the independent panel and will unusually look at both misconduct and potentially criminal behaviour by retired officers.

All officers involved on the day and in subsequent investigations will be looked at, Mr Green said.

He told MPs: "In relation to Hillsborough, the IPCC has made it clear it will investigate retired officers for both criminal behaviour and misconduct because the public interest in these cases is compelling."

Lord Alton has written to me tonight to advise he and Bishop James have a private meeting with Lord Taylor on the 16th Jan to discuss the missing documents as I asked him on behalf of NACNUD to ask the question in the police complaints and conduct debtate last week. True to his word he did it and they have a follow up meeting, so we're still pushing behind the scenes despite the fantastic news yesterday.

I'll update again once the meeting has taken place, but hopefully by then we've got a date agreed for the inquest etc.......

When will the establishment learn that we will never go away!!

Excellent piece...... Can't say much more, except why can't it be shown on prime time TV, rather than so late on a Sunday evening??

The more we get closer to justice, the more upset I get about how, and why the families have had to fight for almost a quarter of a century......... This country should be ashamed of itself!

    Not long back....

the only two parties who made an objection to the Inquests going ahead without waiting the results of the Ipcc and DPP were the representatves for the Police Federation of England and Wales and the Police Superindents' Association of England and Wales who are representing Dukenfield etc .......

a website has also been set up for the new inquests...

New Hillsborough footage to be shown in new BBC Panorama documentary
    15 May 2013 15:36

New material from TV cameras and stadium CCTV to illustrate extent of emergency services’ failures

Never before broadcast footage will shed new light on the Hillsborough disaster and the subsequent police cover-up.

Programme-makers say vital fresh evidence was uncovered during the production of Panorama documentary Hillsborough: How they Buried the Truth.

The one-hour show, to be screened on Monday, uses material recorded by BBC television cameras on the day alongside CCTV from the stadium to illustrate the extent of the emergency services’ failures on the day.

It will show how lives could have been saved had the response been better organised and rescue efforts not been hampered.

The programme also includes interviews with former home secretary Jack Straw and chief constables from police forces implicated in efforts to conceal the truth about the tragedy.

Panorama reporter Peter Marshall told the ECHO the new footage had established what many who were there at the time had always known to be the case.

Mr Marshall, who attended the game on April 15, 1989 and was caught up in the pre-match crush outside the Leppings Lane end of the ground, said: “The key thing is we have had access to footage from the BBC, which had seven cameras there.

“After the disaster the tapes were sent to the authorities and the families’ lawyers, but since then they have been locked away.

”By combining the TV recordings with CCTV, the documentary is able to show several key incidents from a number of different angles.

Mr Marshall says the powerful footage reflects the families’ and survivors’ recollections of events.

The Hillsborough memorial at Anfield The Hillsborough memorial at Anfield

He said: “To me and everybody else who was there, and certainly anyone who was in the Leppings Lane end, it was clear from the outset what happened.

“We knew what had happened, the most powerful people knew, and yet the official view was that the rescue operation had been first-class.

”By piecing together the recorded evidence the programme also shows how timings in a two-hour police video produced for the original inquest process were wrong.

The documentary has been in production since November, and Mr Marshall said the production team had spoken to members of the Hillsborough Family Support Group and Hillsborough Justice Campaign, as well as survivors and many other witnesses.

It highlights the way people including fans, doctors, emergency workers and others were silenced or had attempts made to discredit them.

The programme also includes one of the last recorded interviews with campaigning mum Anne Williams, who died last month.
    Anne Williams Anne Williams

Steve Kelly, who lost brother Mike, 38, at Hillsborough said he was looking forward to seeing what the programme would reveal.

He said: “We are aware it will be on and welcome it, but I don’t know a great deal yet about what it will show.

“I’m hoping it will address a lot of the issues, and for it to be on at the time it is is ideal for people to sit down and really take it in.

“Some people tend to see it as an issue which should just go away but there are so many issues and so much still to uncover, so this is very welcome.”

Mr Marshall said: “A major thing to tackle is the view that the things which went wrong can only be seen in hindsight.

“That is not the case - to people who were there at the time it was clear what was happening.

“People should be prepared before they watch the programme. We are not showing things which would be distasteful but it is very much something that takes you back in to what happened and what it was like.”

Hillsborough: How they Buried the Truth will be shown on BBC One on Monday night at 9pm

    Morning.......

Second pre [new] inquests hearing will be held on Wednesday the 5th.June in London......not sure if there will be a link to the courts in Liverpool yet....but would presume there will be as with the first one....will update if I hear anything.....

Hopefully we will hear this time when and where the new inquests will be heard....

and please sign this petition if you haven't already......even if the probability of him going to prison is unlikely atleast we should try and get his Knighthood removed and pension slashed especially with the City of Liverpool having to pay it.
