Hillsborough turnstile operator told to get people in "as quickly as possible" even if they didn't have a ticket

    Jul 15, 2014 13:26
    By Amy Browne

Dr Gauntlet said it would have been 'completely obvious' to the club and police that people were being let in without tickets

Click here to follow today's inquests live from court

A former turnstile operator at Hillsborough told the inquests he was instructed to get people into the ground “as quickly as possible” whether they had a ticket or not.

Dr James Trevor Gauntlet worked at Sheffield Wednesday part time from 1979 and 1985 and saw injuries caused by crushing at the 1981 FA Cup semi-final between Tottenham Hotspur and Wolverhampton Wanderers.

He said the police thought the most important thing was to get people into the ground as fast as possible, but he knew this could have consequences for those inside.

At the FA Cup semi-final in 1980, between Arsenal and Liverpool, Dr Gauntlet said a police officer told him to admit anyone who arrived at the turnstile, whether or not they had a ticket. He was told police officers would carry out the job of checking the tickets outside.

He added: “We were told our role was to get people into the ground as quickly as possible. We were under the instructions of the police and they were – and this is implied I think – taking responsibility for any crowding or overcrowding.”

The same happened at the 1981 Fa Cup semi-final. He said: “We were explicitly told in 1981 by Basil Jones [unofficially the senior or head steward at the time], that it was our job to get people through the turnstiles, to avoid a crush in the turnstile, and if somebody arrived at the turnstile without a valid ticket, we should allow them in.”

Dr Gauntlet said that at both the 1980 and 1981 FA Cup semi-finals, there was a lot of pressure from outside the turnstiles.

He said at times it became difficult for the turnstile to rotate because the person who was standing behind the one being let through, was in the way.

Dr Gauntlet said on each occasion, he probably let in between 700 and 800 people, of which 20 to 30 didn’t have a ticket and 60 to 70 had tickets for another part of the ground.

Dr Gauntlet said operators could let as many as 1,000 people in before a game and wanted to get as many in as possible because it showed they were working harder than everybody else.

He would see people squeeze through the turnstile together when it rotated after he’d received just one ticket.

Dr Gauntlet admitted he sometimes took money to let people in without tickets. He said he took about 70 in 1980 and about 100 in 1981. He was getting paid 10 to work a game and said his fellow turnstile operators did the same.

He said the cash he took off people going through the gates "went in your back pocket" and the club would have known it was happening.

When it was put to him that the money he took off fans as a “bonus” was stealing he said: “The club didn't want the money - the club just wanted the ticket stubs".

He said a perk of the job was being given a ticket for games, which they didn't need because they could watch the second half of the game for free anyway.

He said there were around 60 turnstile operators and double that number of stewards, who were selling tickets on. Dr Gauntlet agreed that the club knew full well this was happening and they were being sold on the black market or to touts.

He said his senior manager was aware of what the turnstiles operators were doing.

During questioning by Mark George QC, representing some of the families, Dr Gauntlet agreed that in theory there were 10,100 people with a ticket for Leppings Lane, and an extra 100 people going in who either didn’t have a ticket, or had a ticket for the wrong part of the ground.

He agreed with Mr George that this would have been "completely obvious" to the football club and the police, who would have had to have been "wilfully blind" to it.

He said: “They should have known.”

Taken from today's proceeding's regarding the two missing tapes from the Police control room......

Mr Mansfield asked about the VCR tapes in the club control room, that recorded the cameras.

He said: "The 16 in that cupboard, two went missing, didn't they?"

Mr Mackrell replied: "So I understand sir, yes."

Q: "Who else had keys beside yourself?"

    A: "I didn't have a key sir."

He said he had a key for a key box, in which there was a key for the room, he thinks kept in the main ticket office.

Q: "Who else had keys for the room?"

    A: "I'm not aware."

Q: "When did you first become aware that there were two cassettes missing?"

A: "Sometime after the event sir."

    Q: "How long?"

    A: "I don't recall."

Mr Mackrell said this was perhaps sometime around the Taylor Inquiry, but he might be incorrect.

He was asked if the control room was his responsibility. He said it was, but the tapes were not his responsibility.

He said it was the responsibility of the person who locks up.

He asked had tapes gone missing before.

He said he had "no idea". It had not been reported to him.

Mr Mansfield said the latest he suggested the tapes went missing was on the Sunday, the following day.

Mr Mackrell said he didn't recall it.

He said: It was a surprise to me, I thought possibly they had been mislaid."

He is asked if he made enquiries about the missing tapes. He didn't. He believed it was a matter for the police.

Did is asked did he know that then? He said no, subsequently.

Mr Mansfield said: "You must have asked questions about who on earth got into that room and took two tapes?"

    He replied: "I didn't sir."

He said he was not aware which cameras the tapes related to. He said Mr Holdsworth would have known.

He was asked: "Were you ever interviewed at the time about these tapes?"

He replied: "I don't recall being interviewed sir."

The cornoner asked what arrangements were made after the disaster regarding the safekeeping of these tapes.

He replied: "The police secured the ground sir overnight, locking, taking keys."

Police officer 'can't explain' why log entry he made the day after Hillsborough 'mysteriously vanished' from his evidence

    Jul 29, 2014 14:09
    By Amy Browne

The entry said officers made a request to shut the gates at the rear of the Leppings Lane tunnel, leading to the central pens

    Hillsborough inquest witness Trevor Bichard.

A former police officer said he can’t explain why a request to close the gates to the Leppings Lane tunnel was wiped from the history of Hillsborough.

In interviews with the Independent Police Complaints Commission and Operation Resolve (the criminal investigation into the disaster) Trevor Bichard, who was the police CCTV operator on the day, said closing the tunnel to the central pens on Leppings Lane was never discussed in the control box.

But today, the new inquests were shown a log Mr Bichard made the day after the disaster, in which an entry from 2.55pm said: "From officers rear of Leppings Lane - shut the gates at the rear of the tunnel."

Brenda Campbell, on behalf of 12 of the families, asked Mr Bichard to tell the jury about that message.

He said: "I have no answer to it, because there's nothing I've ever said in all this time that suggested that that tunnel has ever been closed when I have worked there, or been there as a supporter."

Mr Bichard said up until now he has believed there was no discussion about the tunnel.

Ms Campbell asked under whose orders he left it out of his next statement, and failed to mention it at the initial inquiry into the disaster. She said: "Under whose orders did you lie to Lord Justice Taylor eight weeks later?”

    He said he never lied.

The log was recovered by the IPCC in a bundle from the Police Federation offices, under a memo from Chief Superintendent Terry Wain.

Ms Campbell said it is highly unlikely to be something that was forgotten: “You accept, don't you, that a request four minutes before anybody climbs onto the pitch, 11 minutes before the match is stopped, to shut the gates at Leppings Lane terrace - and a request that is audible in that control box - is of critical importance?” she added.

Mr Bichard said: "I've got no answer to that at all. I have got no answer and I sit here feeling rather foolish."

Ms Campbell said: "How do you explain then the lie to Lord Justice Taylor, the lie to the inquest just two years later? How do you explain that?"

“I can't explain it at all,” said Mr Bichard.

He said no one instructed him to lie and he had said nothing that he didn't honestly believe.

Ms Campbell said: "This communication was received two minutes after those gates were opened at 2.55pm, four minutes before anyone tries to escape those pens and at a time when 96 lives could have been saved."

She said it has been wiped from the history of Hillsborough.

Rajiv Menon also questioned Mr Bichard on behalf of 10 families.

Referring to the log entry, he said: “Can we take it, Mr Bichard, that this message was heard in the control room over the personal radio at or about 2.55pm that day?"

Mr Bichard said yes and said he can provide no explanation for why this entry "mysteriously vanished" from the next document he prepared about the disaster.

The court was shown a photo of a view of the Leppings Lane terrace from the control box.

Mr Bichard confirmed no one in the police control box was conscious of a serious overcrowding problem in Leppings Lane terrace.

Mr Menon said two minutes before the match was abandoned Mr Bichard was asked to call for dog handlers. He asked Mr Bichard at what time the control box realised they were watching a major catastrophe, rather than public order incident.

Mr Birchard said his first indication was when he saw injured fans on the pitch.

He said he had never been aware of an operational tactic for the superintendent to monitor the central pens and make a decision when the tunnel needed to be closed.

Mr Menon said: "Mr Duckenfield and Mr Murray provided little, if any, leadership on the day, did they?"

Mr Bichard said: "There was no leadership."

Mr Menon: “I mean they were slow to act, even when they did eventually act, far, far, far too late. Is that fair?"

    Mr Bichard: "That's fair."

Hillsborough inquests hears David Duckenfield 'gave masonic handshake' and refused to go to planning meeting

    Sep 05, 2014 13:41
    By Dan Kay

Former chief inspector Frank Brayford also tells court that officers tried to suppress his reports after the disaster

A former South Yorkshire Police chief inspector has told the Hillsborough inquests that match commander David Duckenfield gave him a masonic handshake and refused to go to a planning meeting three weeks before the disaster.

Frank Brayford was a chief inspector with South Yorkshire Police in the late 1980s, working in F Division, Sheffield, in 1985 before moving to an equivalent role in Doncaster at the end of March 1989.

Before 1985 he had worked at local football matches, mainly Barnsley, in the role of PC, inspector and sergeant and, after being at F Division for about two years, he was asked by Brian Mole, Duckenfield's predecessor as head of the division, to be chief inspector on the ground at Hillsborough.

The court was told of an incident in 1988 when a young police constable in F Division was ambushed as part of a prank where colleagues staged a fake ambush and pretended to threaten to kill him.

Soon afterwards Mr Mole was moved to a different division after the disciplining of other officers and was replaced by Mr Duckenfield.

Mr Brayford says he knew of Mr Duckenfield but thinks he had only met him twice.

He said Mr Duckenfield once shook his hand at a football match and there was something different about the way he shook his hand.

He says: "It was masonic handshake."

He adds: "I don't recall what I said but as I walked away from him, I got the horrible stare, I could feel him staring in my back as though he didn't like my response, as if I'd said something frivolous, you know, about the organisation, or implied it."

Mr Brayford went on tell the court that he rang Mr Duckenfield and invited him to come to a planning meeting ahead of the 1989 FA Cup semi-final between Liverpool and Nottingham Forest.

Mr Brayford said: "He said 'Look Frank, I've got a crown on my shoulder and when I've got a crown and a pip, I'll be a chief superintendent. Then I'll come into your police station and not before'."

Mr Brayford said he tried to persuade him and Mr Duckenfield replied: "You've got my answer" and put the phone down on him.

He said Mr Mole also rang Mr Duckenfield and had the same response.

Mr Brayford also said he was contacted by Superintendent Bernard Murray to see if he would work at the 1989 semi-final.

He said he would but Mr Murray got back to him some time later and said "I've talked to Mr Duckenfield. He doesn't want you there, nor Mr Mole either."

The day before the disaster, Mr Brayford says Mr Mole came to see him and said club director Bert McGee had given them two tickets for the director's box.

He said Mr Mole said to him: "He doesn't trust Mr Duckenfield or the command team that's there."

Speaking about what Mr Mole said, Mr Brayford told the court: "He said 'I'm worried' and the punch line was, 'He'll make a ******* of this tomorrow', and that's the gospel truth."

Mr Mole and Mr Brayford decided not to take the tickets and went to a match in Barnsley instead.

As the disaster was unfolding, Mr Brayford said a policeman came up to him at half-time in Barnsley and said "There's been something gone off", adding that Mr Mole was trying to get hold of him. He says he went to his car but it was trapped in.

He wrote a report after the disaster and addressed it to the inquiry team care of police headquarters.

He had no response and spoke to Brian Mole about it.

He told the court: "I said 'What's going off? What is going off sir?' and he said 'Shut up, stop talking about it. It's not in your interests to get involved in this."

"He went on to say 'Look mate, I'm not doing this to protect - his words not mine- I'm not doing this to protect Duckenfield and co. I am trying to protect the good name of the South Yorkshire Police."

He says he made another report and sent it to the commander of his division and was called to the officer of Superintendent Mountain.

He says he was told: "You're not a witness, you weren't there. It's nowt to do with you."

He said probably the next day he had a visit from an officer from West Midlands.

He said: "I thought, here we go. I thought they'd come to take a statement from me.

"Do you know what he said?: "Stop putting reports in about Hillsborough. You will never give evidence to Lord Justice Taylor."

Under questioning from Fiona Barton QC on behalf of South Yorkshire Police, Mr Brayford confirmed he was unhappy about the circumstances of his transfer after an inappropriate relationship with a civilian employee of the force.

Ms Barton said: "The evidence that you are giving now Mr Brayford, is that there was some concerted effort on the part of a number of officers of South Yorkshire Police at the time to suppress your reports. That is your account, isn't it?"

He said it was and also confirmed he had never reported it to the Police Complaints Authority or the Home Office.

She said: "The reason you have not, Mr Brayford, I put it simply, is that this account about the concealment of your reports is a complete fabrication and those reports were never written, were they?"

He replied that he was telling the truth, but wherever he went he had the impression he had no chance.

He said: "I know I've no chance here this morning telling you this.

"People that's concerned are not going to change their evidence. I don't want them to. They can't. They'll go straight to prison. But that doesn't mean that it's not true."
